OS MPR
The Public Council under the Russian Ministry of Natural Resources is a government body that brings together experts, representatives of public organizations and institutions in the field of environmental protection and natural resource management. The Council is engaged in the consideration of regulations, public control over the implementation of the national project “Ecology”, expert work and project activities. The Council holds regular meetings, works through commissions and working groups, and publishes documents and minutes to ensure openness and transparency of activities.

Description
The project was the launch of a completely new website for the state Public Council, which needed to be positioned as an open and transparent platform. The target audience is the expert community, government bodies, public organizations and citizens interested in ecology and the national project “Ecology”. It was necessary to create a showcase that demonstrates the activities of the council, provides access to documents and protocols, shows the composition of experts and allows you to track the consideration of regulatory legal acts.

Prototype development
At the prototyping stage, we analyzed the information flows of the State Council: the activities of the council are multifaceted - meetings, commissions, working groups, expert work, review of documents. The prototype included a main page with news and upcoming meetings, a section “About the Council” with information about the structure and composition, a list of experts, a news section, meeting materials and minutes with convenient archiving by year, a section for reviewing regulations with direct links, work plans, a project section and contacts. It was important to create a structure where government agencies and experts could quickly find the necessary documents and information about activities.

Design development
The design was built around formality, transparency and accessibility. The visual system conveys the seriousness of a public body through clean typography, clear layout and professional icons. Every section is visually clear: news is separated, documents are grouped by category, and meeting materials are archived by year. The palette follows a traditional government-service scheme of blue and white. Navigation is intuitive, document search is fast, and the information is structured logically for maximum transparency.

Layout and development
The site was developed on Tilda as a fully functional information platform. We implemented a home page with news rotation, upcoming meeting information and quick links to the main sections. We created an About the Council section with its structure, goals and activities, published the expert list, added a news section with archive and search, and built a meeting materials section with full protocol history archived by year and date. We integrated a section for reviewing regulatory legal acts with direct links to regulation.gov.ru, added the council work plan, projects, documents, contacts and meeting information, then optimized document search and the archive structure.
Results and review
Results
The result is the official website of the Public Council under the Russian Ministry of Natural Resources, which demonstrates the openness and transparency of its activities. Government bodies, experts and citizens can now easily find information about the composition of the council, track the consideration of regulations, study minutes of meetings, and familiarize themselves with work plans and project activities. The site successfully demonstrates the role of the council in the implementation of the national project “Ecology” and provides full access to documents and materials to guarantee transparency of work. For the council, this means improved communication with government agencies, increased openness of activities and a convenient way to archive and publish documents.
